What is the Charlemagne Homeowners Association?
The Charlemagne Homeowners Association (CHOA) has been in existence since 1966 when the first of 304 homes were built by Kennedy Builders. The CHOA Board of Directors is comprised of 3 Executive Officers (President, Secretary, and Treasurer) and currently 10 at-large Board Members overseeing various committees. Over the past decades, our association has been charged with preserving the character of our neighborhood with a focus on the common areas of our development, specifically the main entrance on Dundee Road and the seven cul-de-sacs throughout the subdivision.
What are the “Governing Documents”?
The Governing Documents are deed restrictions on all property within Charlemagne. These deed restrictions govern what can and can’t be done within Charlemagne in respect to the appearance and maintenance of all property as well as required maintenance the members are responsible for on all non-privately owned (Common) property.
The “Governing Documents” consist of the following documents:
Declarations
This is the primary document which is legally binding on all property as defined in the document. This document defines the property that it governs, what rights and easements are granted, the formation and authority of the Community Association, Assessments, Maintenance and repair requirements, the Architectural standards and procedures for control, insurance requirements and other administrative and technical provisions. Changes to this document require approval of 67% of all homeowners.
By-Laws of the Charlemagne Homeowners Association
This document further defines the organization and structure of the community association, how meetings are called and handled, and how the association will conduct its business.
Do I have to follow these “Governing Documents?”
Yes. All homeowners who accept title to property within Charlemagne agree to be bound by these covenants. The Governing Documents are a legal contract between you as property owner and the Association membership.
I’m not going read these documents, what do they mean for me as a homeowner?
As a Homeowner in Charlemagne, your minimum requirements to remain in good standing are to maintain general upkeep of your home and property, pay your annual dues on time and maintain a working yard light.
A working yard light? Why?
The yard light is one element that establishes the character of the Charlemagne community. As such, we do not have municipal streetlights throughout the neighborhood. When the subdivision was originally established, homeowners were required to maintain working gas yard lights. Today, that requirement has been relaxed to include gas or electric. Should you want to change your gaslight to electric, there are many DIY conversion kits on the market or you can hire an electrician to convert the light for you. How much are dues? What are they for? When and where do I send payment?
Our dues are currently set at an annual fee of $135.00 per homeowner. This fee supports the maintenance of all common areas and other approved expenses. As a current or prospective homeowner, you can request a financial statement and see how our revenue is spent and our reserve balances. The majority of our funds go towards landscape maintenance, new plantings, water/sprinkler system and electricity. Historically, we do not have special assessments and self-fund any projects by using reserves.
The annual assessment is due in full on January 1 of every calendar year and can be paid through Venmo @Charlemagne-HOA or can be mailed to:

I’m selling my house and I need a “Paid Assessment Letter”; how do I get one?
These are required by real estate title agents to show you are current with all legal and financial obligations to the Association, including a working yard light. You may request one via email at charlemagne60062@gmail.com.
